Learning japanese is frustrating for me because I can't decide whether to learn more kanji or more grammar. Either way, I can't seem to understand anything besides the basic 私は or _です kinds of sentences. >_< hopefully, things get better with time.

There are a lot of great grammar booklets which helped me - I prioritised grammar over kanji, but overall I did them at the same time. I recommend the Genki textbooks wholeheartedly, my tutor who has been teaching for 20 years gave this to me and it's been extremely helpful.
Both. Memorizing vocab that you can't use isn't good. You'll forget them easily. Learn basic grammar and use the vocab words that you already know and try talking to a native speaker online or a website/app that corrects the sentences you've constructed.
