  (Assuming you want to type Japanese)
  On windows 7:
  1) Click Start menu
  2) Click Control Panel
  3) Click Clock, Language and Region
  4) Click Region and Language
  5) Click the tab Keyboards and Languages
  6) Click Change Keyboards
  7) Click Add
  8) Select Japanese (Microsoft IME)
  
  If it's allright, you now can type Japanese characters using Roman input.

  If you have Windows XP you'll need to add support for East Asian languages too.
