I'm sure that those guys at chatpad.jp don't want to get bugged by English speakers aspiring to learn Japanese.

As in, I said one thing and my partner bolted out of the chatroom right quick.

Well it's still useful for advanced learners.
You're not supposed to log in and say you want to learn Japanese, but to just chat with them.

^Exactly. Don't even tell them you're learning Japanese. Just try to carry a normal conversation. Note the words they use, even if it's not 'proper' grammar, it's casual language which is pretty important to understand.
