    It's mainly dependent on the learner, everyone learns differently. But, what I do is learn the kanji strokes through hand writing with the Kun'yomi pronunciations(which is used for the kanji by itself or with hiragana) then I learn the On'yumi pronunciations as I find it used as a vocab in a reading section. It really helps to be able to apply the kanji you learn to something. Tedious flash cards with kanji that serve no immediate purpose for you is pretty inefficient, so make a purpose for them through either reading an article or writing out a sentence in Japanese with that kanji.

    Handwriting does not help me much.

    The most effective method I've found is this:
    * Study a Kanji (meaning, pronunciation, strokes);
    * Close your eyes;
    * Visualise drawing the Kanji in your mind;
    * Open your eyes and try to visualise drawing it on a wall or window etc.

    After that, you should remember it pretty well.
