Weeaboos are people who are obsessed with Japanese culture and thinking they know everything about it when they truly only get their knowledge from anime (which you should never do, half of that is is either an exaggeration or a joke). And think they can speak Japanese when they only know words like "Kawaii" or "desu" and "baka". What you described there was a weeaboo. Definitely.
Otakus are introverts who are obsessed with a certain character and/or anime. They are in an unhealthy state and are normally anti-social and shut-in. Meaning they don't leave their room or such. - Otaku isn't nearly as demeaning elsewhere as it is in Japan. The reason is that in Japan it's completely common to enjoy anime and manga. You wouldn't be called an オタク just for being in the norm, perhaps liking multiple shows and buying their merchandise.
In the US at least, an otaku could be anyone that regularly exercises an interest in Japanese media. They don't have to be anti-social or a NEET. We have our own English words to describe people like that. - The term 'otaku' can be used in many ways. 'otaku' means dwelling, and was first used to those who rarely leave their house. It also means to be obsessed with something, for example "densha otaku", it has different levels of strength. In the west, in may be used for anyone who watches anime.
What Sayaki said is right. A weeaboo only half-heartedly knows about Japan and anime, thinking that watching Naruto a few times makes them world experts in Japanese culture. An otaku however, would be well versed in what they like, and usually have a very good understanding (hence it sounds like an uninformed weeaboo, than a knowledgeable otaku.
A hikikomori is an extreme case of social withdrawal, avoiding leaving the house at all times with minimum social interaction except for online, and eventually even starting to fear the outside.
