The only way to learn to speak Japanese is to go out and speak Japanese; I know this from experience with Spanish and German Falling back on English won't help you in the long run.
Try to find some sort of club or group that you share interests with, or talk to people from work/college/etc. Being a bit of a recluse myself, I know how hard this is, but most people are nice, and very few people don't like to talk.

Might i also suggest a site called live mocha. I haven't used it in a while but I used to find it helpful for speaking and listening practice alongside the use of JCJP :) native and fluent speakers can grade you there and give you help and advice after listening to your audio recordings I even made a couple of friends through the site as I help them with English.

You live in Japan? Search out local volunteer language classes. If you don't know, tell me where you live and I will give you information. This website is grand, as are other online resources, but if you live here, there is almost 100% likely a group of volunteers nearby who meet regularly with the express point of helping foreigners, at no or minimal cost. Give me your prefecture and city/town/village if you do list your location.
