What exactly don't you understand? You use past tense for statements about the past, and present tense for statements about the present. Can you go into further detail about what is bothering you exactly?

In Japanese- I read something about"te-form". Other was also things about changing verbs like "taberu" to "tabete"

Well, there's only really two tenses in Japanese. Past-tense and Non-past tense.

There is not future tense, true, but to say there is only past and non-past tense is incorrect.
