I think katakana is the best. Cities and countries are often written in katakana as their name come from a foreign language.

Most countries have a Kanji equivalent and that will be used in official documents. http://nihongo.monash.edu/countrynames.html
- quick note. Most Japanese people only know the katakana name for most countries...That is if they know of that country.
