I'm not an expert by any means, but I'd say it differently. To me, your original sentence sounds a little clumsy (sorry! BUT PLEASE REMEMBER THAT'S JUST MY OPINION) :) If I was asked to translate I would say something like:("this world, it's a world of quiet people")この世界は、静かな人の世界だ。Or maybe ("the people of this world are quiet"): この世界の人は、静かな人です。

The essential about my confusion is that, sometimes, the order is "adjective+な+noun" (like in 静かな人), while there is the construction "noun+が+adjective" (like in 魚が好き). based on what you said, i think your confusion is not on the nouns and adjectives but on the usage of the particles.
GA particle indicates the subject of your sentence. from your example (sakana ga suki), the thing that you like is the fish. GA particle indicated that the fish is the thing that you like.
on the other hand, the NA particle is a particle used by NA-adjectives to directly modify a noun. from your example (shizuka na hito), it basically means quiet person/people. but if we say hito ga shizuka, that would mean that person/people is/are quiet.
