  I would actually say オーストラリアより父の日おめでとうございます。Subtle difference but I think it's closer to what you mean.

  より is usually used to comparison and to speak about time such as "From 1990 to 2010". When speaking about a physical localisation or place, the one you have to use is から. The only way that i know that you can use both から and より is speaking as something that you received "from" someone. The person that will receive the message could say「Shaniqueより(から)おめでとう貰いました」"I receive congratulations "from" Shanique"
