I brought my brother to Japan with me once. He understands Japanese culture and a bit of the language, but he's also the most ridiculous person. He knew not to eat in public because it's rude, but would buy food and run around and jump into random people's conversation eating a cheeseburger speaking only English because he thought it was hilarious.

Don't ever assume people just don't understand other culture's. Sometimes they're just being rude on purpose.
