Well, I don't know about "strict", but you can definitely learn anything as long as you keep doing it daily, even if it's only for 10 minutes a day.
I'd recommend you to make a promise to yourself of trying to learn Japanese every day without fail for at least 10 minutes without distractions. This will ease you into getting used to learning Japanese every day, which in my opinion is the most important thing.
Obviously, you can go over those 10 minutes, but the base requirement is still 10 minutes a day of pure dedication towards learning Japanese. It's also important not to overwork yourself, because that could lead to a huge feeling of "I need to take a break from this" which is detrimental since it could lead you to breaking the daily habit, which in my opinion is the most important part of learning.
