<p>美國《臺灣旅行法》於2018年1月10日眾議院通過，2月28日參議院通過，3月5日提交特朗普總統簽署，3月16日生效，成為美國正式法律，對中美關系及臺灣問題影響重大。現根據其英文版本譯出，供學界及有關部門參考。翻譯不保證完全準確，引用請以英文本為準。 </p>
<p>To encourage visits between the United States and Taiwan at all levels, and for other purposes.</p>

<p>Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</p>

<p>SECTION 1. SHORT TITLE. 第1條 簡稱</p>
<p></p>
<p>This Act may be cited as the “Taiwan Travel Act”.</p>
<p>本法案可引述為《臺灣旅行法》（Taiwan Travel Act, H.R.535）。</p>
<p></p>
<p>SEC. 2. FINDINGS. 第2條 結論</p>
<p></p>
<p>Congress finds the following:</p>
<p>國會確認如下結論：</p>
<p>(1) The Taiwan Relations Act (22 U.S.C. 3301 et seq.), enacted in 1979, has continued for 37 years to be a cornerstone of relations between the United States and Taiwan and has served as an anchor for peace and security in the Western Pacific area.</p>
<p>（1）1979年制定之《臺灣關系法》已持續生效37年，成為美臺關系的基石，成為西太平洋洋地區和平與安全之錨。</p>
<p>(2) The Taiwan Relations Act declares that peace and stability in the Western Pacific area are in the political, security, and economic interests of the United States and are matters of international concern.</p>
<p>（2）《臺灣關系法》宣稱西太平洋地區的和平與穩定事關美國的政治安全與經濟利益，也是國際關切事項。</p>
<p>(3) The United States considers any effort to determine the future of Taiwan by other than peaceful means, including by boycotts or embargoes, a threat to the peace and security of the Western Pacific area and of grave concern to the United States.</p>
<p>（3）美國將考慮除和平手段之外的任何措施，包括聯合抵制或貿易禁運，以應對針對西太平洋地區和平、安全及美國嚴重關切的威脅。</p>
<p>(4) Taiwan has succeeded in a momentous transition to democracy beginning in the late 1980s and has been a beacon of democracy in Asia, and Taiwan’s democratic achievements inspire many countries and people in the region.</p>
<p>（4）臺灣已於1980年代末期成功完成民主轉型，成為亞洲民主的燈塔（beacon），且臺灣民主成就激勵著該地區的諸多國傢和人民。</p>
<p>(5) Visits to a country by United States Cabinet members and other high-ranking officials are an indicator of the breadth and depth of ties between the United States and such country.</p>
<p>（5）美國內閣成員及其他高級別官員對某個國傢（country）的訪問是美國與該國之聯系深廣度的檢驗指標。</p>
<p>(6) Since the enactment of the Taiwan Relations Act, relations between the United States and Taiwan have suffered from insufficient high-level communication due to the self-imposed restrictions that the United States maintains on high-level visits with Taiwan.</p>
<p>（6）自《臺灣關系法》實施以來，美臺關系由於美國對高級別互訪的自我限制而經歷瞭很不充分的高層互動。</p>

<p>SEC. 3. SENSE OF CONGRESS; STATEMENT OF POLICY. </p>
<p>第3條 國會認知與政策聲明</p>
<p></p>
<p>(a) Sense Of Congress.—It is the sense of Congress that the United States Government should encourage visits between officials from the United States and Taiwan at all levels. </p>
<p>（a）國會認知：國會認識到美國政府應當鼓勵美臺在所有層級上的互訪。</p>
<p>(b) Statement Of Policy.—It should be the policy of the United States to—</p>
<p>（b）政策聲明：如下措施應成為美國的政策：</p>
<p>(1) allow officials at all levels of the United States Government, including Cabinet-level national security officials, general officers, and other executive branch officials, to travel to Taiwan to meet their Taiwanese counterparts;</p>
<p>-（1）允許美國政府所有層級的官員，包括內閣國傢安全官員、普通官員及其他行政分支官員訪問臺灣並會見臺灣同級別官員；</p>
<p>(2) allow high-level officials of Taiwan to enter the United States, under conditions which demonstrate appropriate respect for the dignity of such officials, and to meet with officials of the United States, including officials from the Department of State and the Department of Defense and other Cabinet agencies; and</p>
<p>-（2）允許臺灣高級別官員進入美國，需顯示對此類官員之尊嚴的適當尊重，允許其會見美國的對等官員，包括國務院、國防部及其他內閣機構官員；</p>
<p>(3) encourage the Taipei Economic and Cultural Representative Office, and any other instrumentality established by Taiwan, to conduct business in the United States, including activities which involve participation by Members of Congress, officials of Federal, State, or local governments of the United States, or any high-level official of Taiwan.</p>
<p>-（3）鼓勵臺北經濟文化代表處及臺灣在美設立的其他機構開展活動，包括由美國國會議員、聯邦/州/地方政府各級官員及臺灣任何高級別官員參加的各種活動。</p>
