Well I think it's indeed a pretty dirty way of gaining EXP and it's too bad some desperate people thought of it xD.
Now, I also kind of agree with you that the developer has some responsibility in this, first because I sincerely doubt anyone would go through that extremely boring EXP farming if they could still earn decent EXP amounts with other healthier ways like practice mode (referring to the 30 answer max limit, really dumb rule btw, why not just reduce the exp rate to 10-15% instead) and second as you said, for not taking any precautions to prevent that kind of thing...
Tonikaku, I do believe this represents an abusive and perverted usage of JCJP and the offenders should not be left unpunished even though no rule has been violated... Of course, everything related to that is up to you. I'm sure they're ready to take it on ;)
Now since you asked for my opinion, what I would do in this situation is warn the user to not using the trick anymore and then for the resulting consequences, I'd handle them the hard way, tsumari, directly editing user data in database.
