You mean on something like the attendance test? As far as I'm concerned, it's open book (that means another tab open to jisho.org). Go ahead and skip that one if it bothers you.

I thought it was based on the vocabulary and kanji chapters you've already completed. But...I am not 100% certain of this.

Also, you have the "oblivion", "weak" and "new" lists. I will be making myself a PRIVATE Anki deck of them all, because I am getting so many wrong too.

Practice gives you every question contained in the Lessons up to the 'level' you are on. As you (GoldenRoses) are level 1 ('Lv 1'), this means Practice gives you all the questions from Lesson chapters 1 to 10 -- even though you haven't finished all these chapters yet.

If you are worried about losing EXP, then it is best that you first finish all the level 1 chapters (1-10) before doing any Practice.

Your level is based on how much EXP you have, not which lessons you have completed. I am level 6, but I still haven't finished level 4 lessons. If you become level 2 but you want Practice to only give you level 1 questions, then in Practice 'Settings' you can set it to only 'Level 1' to do this.

When I first started on this site, I didn't use the Lessons at all. Instead, I started with Practice -- learning new words by just guessing and making lots of mistakes, then learning things from those mistakes -- trial and error. :P
