It is all about context.
E.g. 彼は背が高い(かれは せいが たかい)can only imply being tall since I am describing the length of someone. ノルウェーのビールは高い! (Norwayの ビールは たかい!)is more about being expensive because I did not use words that describe the physical contour or shape of Norway's beer. The whole context thing can be very difficult, but all you need to do is to fine tune your way of thinking when you speak Japanese.
