Im trying to say. "Im an American. I am a 22 year old student and I am a vegeterian.

More like an "and" but not quite. It connects the fact you are 22 y/o and a student.
The way you said it originally pretty much said you were "22 student." Really awkward and nonsensical since the particle and counter (sai) were missing.

The の in simplest terms is a possessive particle and in this case it identifies that you are a 22 year old student.
The closest particle to "and" is と
You are correct that 私 is typically only needed at the beginning since you normal use は which identifies the topic. Normally you would only use it again if you were using it to contrast something they were talking about.- Also a close equivalent to の is "of"
