- お茶がありません。 is correct.
お茶はありますか? is correct. You go to a supermarket and ask a shop clerk if they have tea in their shop.
が is not suitable in this question form.
December 26, 2015 at 6:13pm - Ah, but what if someone said that we have something to drink in the house that we can serve to our guests, but you weren't sure whether it was tea or coffee which they said was available. Then couldn't you ask 「お茶がありますか。」 -- "Is tea the one we have in the house?" Or is that still unnatural? Does one have to ask something like 「ある飲み物はお茶ですか。」?December 28, 2015 at 12:55pm
- No you can't say that. If you wanna say in that situation, you should say "お茶はありますか?".
Ex.
A :Tea or Coffee? 紅茶とコーヒーどちらにしますか?
B : (I don't like (black) tea and coffee so...)
Do you have a green tea? お茶(緑茶)はありますか?
A : Yes, we do. はい、(お茶は)ありますよ。
お茶がありません。 is talking about the tea is not stocked.
Ex. When someone pour a green tea at the kitchen in an office,
he or she found that the tea is run out of. Then, the person can
ask someone who treats drinks in the office "お茶がありません。”
お茶はありません。means the tea is not stocked but it implies we have different drinks (like coffee, black tea, apple juice etc)
