  Explanation:
  _______は in the blank goes what you're going to talk about, this case being "good restaurant"
  は_________ in this blank goes what about it, being "where is it?"

  If ya wanted to say "What is a good restaurant"
  You would say
  いいレストランは何ですか
  
  Keep in mind that I'm also learning Japanese, so I might've made a mistake!

  Hello LaurenW. I'm not an expert in Japanese (self-studying for fun, on-off for about 1 year or so now), but how about this instead? いい　レストラン　を　さがします。　いい　レストラン　は,　どこ が　あります　か。
  
  いい　レストラン　が　どこ　あります　か。
  *sagasu ->sagashimasu =to search for something. Transitive u-verb, so using the "wo"-particle with it.'
  
  *using "ha" first to introduce the topic and asking the question.
  
  *Difference between "ha" and "ga" here: using "ga"-particle here to identify the word restaurant, so I think this is more like:"that good restaurant, where is it?".
  
  Or if we use your original sentence, I'd put it: いい レストラン は, どこ ですか.

  @Acidron, If you are using あります instead of です in this sentence, then you need to use に (not が) after どこ.
  
  どこ 　　です か。　= OK
  どこ 　　あります か。　= wrong
  どこ が　あります か。　= wrong
  どこ に　あります か。　= OK
  
  いいレストランはどこですか。
  いいレストランはどこにありますか。
