Hello. 頭 appeared as あたま, but as a counter it is apparently とう. Can it be both (for this context) or is this a mistake?

  In the past, Kanji Chapter 29 had a different definition for あたま. It definitely used to be just "head". But you're right, it is wrong now. Strange.
  
  Vocabulary Chapter 21: 頭【あたま】"head"
  Kanji Chapter 29: 頭【あたま】"counter for large animals (e.g. head of cattle)
