The next part is almost definitely a typo. This is where the verb of the sentence should be. "らまれた" doesn't fit at all, as no "らむ" verb exists for there to be a passive past form of らまれた... So I'm going to assume it is the following:
生まれた (うまれた) "was born (was given birth to)", which is the passive past form of the verb 生む (うむ)
So: 僕は時間の死んだ街で生まれた。= "I was born in a town where time has ceased to exist."
It's going to take you a long time to get through that manga if you are stuck on the very first sentence. I'm not reading it, but the anime is on my list to watch someday. :P
