I can't remember the sites myself, but there's a YouTube channel called Rachel & Jun (Rachel has red hair, so look for that if there's several channels with that name) but there's a video on there about how to learn Japanese online and for free and she outlines a few ways you could connect with people online to help practice the language. I actually found out about this site thanks to the vid.
