Both.
It's just for level 1 users. Once you've earned 4,000 EXP you will level up to level 2. Then all romaji goes away completely, even from the level 1 lessons!
There is a way to remove romaji during practice (but not an official way). I made a userstyle that does this. All you need is to have a browser extension for running userstyles, such as "Stylus", click the "find styles" button to find more styles for the site you are on, and then you should see my romaji disabler userstyle in the list. ^^
