    There should be a better way to differ between those two in the questions. For instance, "Library (building)" = 図書館 and "Library (room)" = 図書室.

    but then asks the question and expects としょかん as the answer

    I also knew library as 図書館 before and learned 図書室 on this website. So I thought it'd be the right answer...
    I think the difference is as Thundreel said that 館 refers to a whole building and 室 is just a room.

    Ah so としょかん is like the library in a school and としょしつ is like a library building? That makes sense...
