Practice Issue

When I go to practice and select only Level 1 (kanji or vocab) and sve the settings I am still getting kanji or vocab from the higher levels. I know about the weak list showing up no matter what is selected but the items showing up are not in my weak list. They are the ones I have not yet studied and are listed as new. Is there something I am doing wrong? I am trying to just review the lesson 1 kanji but cant seem to d so.
