So for a while I was using Microsoft ime and I could conveniently switch between Japanese and English with shift+capslock, but for some reason that shortcut now makes it switch to wide English, is there a way to change this?

    Install Google IME instead? :D

For MS IME the most likely cause of your problem is this setting:

In the MS IME properties window, click the 'AutoCorrect' tab, and see the 'Full-width/Half-width characters' section. Click 'Alphabet' in this list -- I'm guessing it's set to either 'Always use Full-width' or 'Use previous conversion'?

'Always use Full-width' would definitely be causing your problem!

I think 'Use previous conversion' is the default setting for 'Alphabet' and 'Number'. Normally it would give you half-width output, but this can suddenly change depending on your previous actions. It's a bit complicated to explain how it works though, so if you just want the problem to go away use 'Always use Half-width' instead. ^^

    Thanks

Also, Shift+CAPS just swaps between the options of the Japanese input. Windows+Space should cycle between your configured input languages.

@MrMgrMatt For Windows+Space, which version of Windows are you talking about? As far as I know you can't do that in Windows XP, Vista or 7, so are you using Windows 8?

I've seen some other stuff recently which makes me think IME in Windows 8 is a newer version than in Windows 7, with some extra features.
