Can someone clarify what people mean when they say to memorize jouyou kanji does this mean only meanings?

That means learning the roughly 2200 characters that Japanese people are expected to know upon completion of high school. I would say this entails knowing the English meaning of each individual character, knowing the on and kun readings for each character, and real vocabulary examples for each reading.
