    Usually you're suppose to say the particles but
    I believe there's a certain dialect that tends to leave out particles. not sure which dialect it is though

    As a general rule, yes. Especially in formal speech, I believe.
    You caaaan leave out some particles (like Cervidae said) in a way that it comes off as slang or a form of dialect, but particles are there for a reason anyhow and I've rarely heard people speak in Japanese without them.
