Well, strictly speaking, considering that "to examine" is an infinitive construction of the verb "examine", maybe the non-finite form 調べて is actually closer to it than finite 調べる, lol.
But yeah, it is a bit weird for a question of this kind to have an answer in テ形 rather than 辞書形. It's possibly a mistake, but I often think these anomalies are partly intentional as a way to try to expose the user to different parts of speech and grammar. Even though JCJP doesn't teach grammar, the questions cover a fair bit of interesting grammar indirectly. ^^
