Well I don't see why you'd want to. 見 is much faster to write lol. I'm not sure if you can or can't, so i'm gonna give you both situations.
If you can, it's probably an archaic use of the kanji, so people might not understand it.
I think you can't. 観 has a different on reading than 見 does, so they probably aren't interchangeable kanji.
