制度を巡っては、豪華な返礼品など“謝礼競争”となっている面もあるが、「災害支援」目的の場合は原則、返礼品はなく、制度本来の趣旨である純粋な寄付と言える。被災自治体への寄付だけでなく、被災地以外の自治体が受け付けて被災自治体に寄付金を送ることも可能。
